About the role
The Bill & Melinda Gates Foundation is recruiting a Senior Officer, TB Delivery – Nigeria & Ethiopia Country Support (LTE). This is a full-time, 12-month limited-term position ending on December 31, 2027. The role can be based in either Nigeria or Ethiopia and requires extensive in-country travel (50–60% of time). You will serve as a trusted technical partner to national TB programs, engaging government counterparts, implementing partners, and Global Fund principal recipients to assess needs and facilitate targeted support.
Responsibilities
- Establish and sustain working relationships with national TB program leadership, Ministries of Health, and key partners in Nigeria and Ethiopia.
- Conduct structured assessments of TB program performance, gaps, and priorities through in-country visits and data review.
- Support the expansion of TB case finding through the introduction of new diagnostic and screening technologies, with a focus on Pluslife.
- Assess the readiness of national programs to introduce and scale new tools, including policy, laboratory capacity, and workforce readiness.
- Liaise with Global Fund country teams and principal recipients to coordinate support and avoid overlap.
- Conduct rapid assessments of TB program funding flows and resource allocation to support efficient use of domestic and Global Fund resources.
- Support national programs in developing TB funding gap analyses and investment cases.
- Assess current TB data systems, including DHIS2 configurations and laboratory information systems.
- Facilitate the integration of TB data flows into broader integrated disease surveillance frameworks.
- Support the identification and development of TB-HIV integration models within primary health care settings.
- Produce high-quality country assessments, trip reports, and technical briefs for the ARO and Seattle-based teams.
Requirements
- Advanced Degree (MSc, MPH, MD, or equivalent) in public health, epidemiology, health systems, or a related field.
- A minimum of 8–10 years of relevant experience in TB program implementation, health systems strengthening, or related areas in sub-Saharan Africa.
- Strong understanding of Global Fund grant architecture, grant cycles, and program performance monitoring.
- Practical experience with health information systems, TB surveillance, and DHIS2 or similar platforms.
- Experience with TB-HIV co-infection programming and integrated service delivery within primary health care systems.
- Demonstrated knowledge of TB case finding strategies, diagnostics, and screening approaches, including molecular diagnostic platforms.
- Direct experience working with national TB programs and/or Ministries of Health in Nigeria and/or Ethiopia is strongly preferred; experience with either country is essential.
- Fluency in English is required. Proficiency in a local language of the role’s location is an asset.
- Unrestricted work authorization in the country where the position is based.
